California Space Ed Institute Hires JPL Vet as New Executive Director

Pasadena, CA – The California Space Education and Workforce Institute (Institute) and its sister organization the California Space Authority (CSA) announced today that Lynn Baroff will serve as the new Executive Director for the Institute.

“We’re going to have to ensure a highly qualified, technically superior workforce to maintain our leadership of the world’s technology economies,” stated Baroff. “I’ll focus on the space enterprise personally, but all the workforce training entities, economic development leaders and education reformers in California will have to coordinate their resources and their efforts if we’re going to maintain our state’s leading edge in scientific discovery and technical development.”

“Lynn Baroff has a collaborative spirit that will make him extremely successful in his new position,” stated Andrea Seastrand CSA Executive Director. “He has an excellent background, and I look forward to working
with him in our common goal of enhancing the aerospace talent pool.”

Baroff comes to the Institute with extensive training and education experience, including a 16 year career at NASA’s Jet Propulsion Laboratory (JPL), where he began as the chief of management training in their human resources organization. More recently, he served as JPL’s liaison to the United States Air Force (USAF) Space and Missile Systems Center (SMC) in El Segundo. While in this role, Baroff initiated a special program bringing technically-educated junior officers to JPL for six-month hands-on apprenticeship assignments.

Baroff has practiced as a management consultant creating employee and management educational programs for such clients as Toshiba America, Xerox, Rockwell, and the County of Los Angeles. He has been president of the American Society for Training and Development (ASTD Los Angeles) and conference chair for ASTD regional conferences. For several years he has been lead judge in the Junior Division Behavioral Science category of the California State Science Fair.

Baroff holds a Bachelor of Arts in Communication, a Master of Science in Engineering Management, and has completed graduate work in Instructional Design and Behavioral Science. He holds a Certification in Systems Engineering from the California Institute of Technology and several educational certifications from NASA. Previously an adjunct faculty member in the USC School of Public Administration, he is currently an adjunct faculty member at UCLA where he teaches Systems Engineering in the Graduate Extension program.

“His success as an academic, his leadership at NASA’s JPL and his experience in the corporate world makes him a wonderful choice for this position,” added Seastrand.
