NMSA Issues RFP for CM to Manage SA

LAS CRUCES, NM – The New Mexico Spaceport Authority (NMSA) has issued a Request for Proposals (RFP) to contract with a Construction Management firm to oversee and manage the construction of Spaceport America, the world’s first purpose-built commercial spaceport.

The construction management company selected will represent the NMSA in all aspects of construction contractor integration, quality control, value engineering, scheduling and budget management. The proposals are due to the NMSA by 4 p.m MDT October 15, 2008.

The NMSA is planning two phases to the RFP process. The first phase is to ascertain the qualifications of those wanting to provide construction management services for the spaceport.

The second part, Phase 2, will select the three highest respondents from Phase 1 and move on to analyzing price/cost and expanded work plan/methodology approach including value engineering. Phase 2 will commence on October 20, 2008.

There will be a pre-proposal conference for Phase 1 scheduled on October 2, 2008, at 9 a.m. at the NMSA Spaceport Office, 710 Hwy 195 in Elephant Butte, NM. Proposals received after the deadline will not be accepted.

Spaceport America holds great promise for New Mexico’s economic future and has been working closely with leading aerospace firms such as Lockheed Martin, UP Aerospace, Virgin Galactic, Microgravity Enterprises and Payload Specialties. With planning moving along rapidly, the NMSA currently projects that licensed vertical launches to begin in the first quarter of 2009 and that the terminal and hangar facility for horizontal launches should be completed by 2010.
